How does deportation from Qatar work, and can it be challenged?

Short answer

There are three routes. A criminal court can deport a foreigner after the sentence (Penal Code, Article 77). The Minister of Interior can order deportation for security, economic, health or moral reasons (Law No. 21 of 2015, Article 25). And anyone whose residence ends must leave. A court's order can be appealed; the administrative court cannot cancel the Minister's.

What is the difference between court deportation, a Ministry order and residence ending?

Qatari law uses two words. «الإبعاد» (expulsion) is ordered by a criminal court; «الترحيل» (deportation) is ordered by the Minister of Interior. Separately, any expatriate whose residence ends must leave.

RouteWho decidesLegal basisWhen
Court deportationThe criminal court, in its judgmentPenal Code, Articles 65, 77 and 78A custodial sentence for a felony or misdemeanour; carried out once the sentence is served
Ministry deportation orderThe Minister of InteriorLaw No. 21 of 2015, Articles 25 and 44The person's presence threatens state security, or harms the economy, public health or public morals; or a settlement amount under that law is unpaid
Residence endingThe law itselfLaw No. 21 of 2015, Article 24The permit expires, is cancelled, or its purpose ends

Court deportation is usually discretionary, but it is mandatory after a custodial sentence for a crime against honour or trust (Article 77). In misdemeanours the court may order deportation instead of the penalty (Article 78).

The routes are independent: Article 77 preserves the authorities' own power to deport, so a judgment without deportation does not rule out a Ministry order. The Ministry of Interior's Search and Follow-up Department carries out both.

Can deportation be challenged or stopped?

A court deportation is part of the criminal judgment and is challenged the same way. A Ministry order has no regulated grievance that we found, and the administrative court cannot cancel it.

IssueWhat the law saysBasis
Appeal15 days from a judgment given in the convicted person's presence, filed at the court or through the detention facilityCriminal Procedure Code, Articles 272 and 276
Cassation60 days, with grounds signed by a lawyer admitted before the Court of CassationCriminal Procedure Code, Article 291
Suspended sentenceFor prison of up to one year or a fine, the court may suspend the sentence, including any subsidiary penalty such as deportationPenal Code, Articles 65 and 79
Ministry orderThe administrative court does not hear decisions issued under the laws on the entry, exit, residence and deportation of expatriatesLaw No. 7 of 2007, Article 3 (amended 2019)

The Supreme Judiciary Council's portal offers "Registration of Criminal Appeal by Parties" and "Registration of Criminal Cassation Case". For each stage, see how a criminal case moves in Qatar. Many of these cases begin with a police summons.

The law also lets you ask the Minister for:

  • - Time to wind up your affairs, against acceptable security (Law No. 21 of 2015, Article 27).
  • - A waiver or reduction of a settlement amount, in the public interest or on humanitarian grounds (Article 45).
  • - Permission to return later, after a court deportation (Article 26).

What happens when a residence permit ends or is cancelled?

An expatriate must leave within 90 days of the permit expiring, being cancelled, or its purpose ending (Law No. 21 of 2015, Article 24). A final court deportation or a deportation order cancels the permit, and the Implementing Regulations do not allow it to be reactivated in those two cases (Article 61).

A 2026 change: in June 2026 Gulf Times quoted an Airport Passports Department official, at a Ministry of Interior webinar, as saying that a person whose permit is cancelled must now leave within 14 days instead of 30, with a daily fine after that. Article 24 shows no amendment on Al Meezan, so confirm your deadline before relying on 90 days.

  • - Staying on is an offence: up to three years in prison and a fine of up to QAR 50,000, or either (Article 38). It can be settled before a final judgment for QAR 12,000 (Article 42 and the attached table).
  • - If the settlement is not paid, the Minister may cancel the residence and order deportation (Article 44).
  • - The recruiter must notify the authorities within 14 days if the expatriate refuses to leave (Article 19).
  • - If leaving is impossible for reasons beyond your control, the permit can be renewed only for as long as needed to leave (Implementing Regulations, Article 80).

The Ministry sometimes announces grace periods for violators to leave. The latest we found ran three months from 9 February 2025 and has closed.

Can you settle your affairs before leaving, and who pays for the journey?

The Minister may give a person under a deportation order up to 90 days, renewable, to wind up their interests in Qatar if they provide acceptable security (Article 27). The law does not define the security.

When necessary, the Minister may hold the person in a designated place for 30 days, renewable once (Article 28). The Search and Follow-up Department says it completes detainees' outside transactions, stores their belongings, and allows phone calls, family visits and weekly embassy visits. For unpaid wages, see labour complaints in Qatar.

Metrash's "Financial Claims – Tickets" service lets recruiters pay for tickets the Ministry bought to speed up a deportation, after the person has left. The department says it provides tickets for detainees who cannot pay.

Does deportation stop you returning, and how do you check for an entry ban?

The law sets no fixed length for a re-entry ban. A person deported by a court judgment can return only by decision of the Minister of Interior, however long ago it was.

SituationReturning to QatarBasis
Court deportationOnly by the Minister's decisionLaw No. 21 of 2015, Article 26

Residence endedPossible with the authority's approval if entry conditions are metArticle 24
Disciplinary dismissal not challenged, or challenge rejectedNo return for work for four years; other visas allowedArticle 26; Implementing Regulations, Article 84

The Search and Follow-up Department keeps the register of people deported and acts to stop their entry. We found no official online service that shows whether you are on a no-entry list. The available routes:

  1. If you had a criminal judgment, read it: deportation is stated in the judgment. Follow the case by number on the Supreme Judiciary Council's portal.

  2. If an employer or relative applies for a visa for you, the Ministry of Interior's "Visa Inquiry and Printing" service shows its status, and a "Remarks" icon gives the reasons for any rejection.

  3. Ask the Search and Follow-up Department, in person or through a representative.

The "Travel Ban Inquiry" shows bans on leaving Qatar, not on entering. See our guide to travel bans in Qatar.

What happens to family members?

No provision ends the family's residence automatically when their sponsor is deported. But the head of the family is responsible for family members' residence (Article 17), and anyone whose permit ends must leave (Article 24). Family members on the deported person's sponsorship need another basis to stay.

  • - Metrash's "Request to Change Family Sponsor (for Family Relationships)" moves family members to another family sponsor, for specific relationships.
  • - If the marriage has ended, family members may move to another recruiter with approval (Article 17). A divorced mother with custody can move her residence to a relative or another suitable sponsor (Implementing Regulations, Article 71).
  • - The husband and children of a Qatari woman can hold residence on her (Article 12; Implementing Regulations, Articles 60 and 69).
  • - A Ministry ban on a violator does not extend to connected people's services or rights (Implementing Regulations, Article 81).

When should you speak to a lawyer?

These signs are worth a legal review:

  • - A judgment includes deportation and the 15-day appeal period is running.
  • - You face a deportation order with property, a company, debts or wages to settle.
  • - Your residence was cancelled and you are unsure which deadline applies.
  • - Your family is on your sponsorship, or your children's custody is affected.
  • - You were deported before and want to ask the Minister to let you return.
  • - You are an employer asked to pay deportation costs, or you dispute who should pay.

What the law says

This guide relies on the Penal Code (Law No. 11 of 2004), Articles 65, 77, 78 and 79, and on Law No. 21 of 2015 on the entry, exit and residence of expatriates, Articles 12, 17, 19, 20, 24 to 28, 38, 42, 44 and 45, with its Implementing Regulations (Minister of Interior Decision No. 25 of 2019). It also relies on Articles 272, 276 and 291 of the Criminal Procedure Code and Article 3 of Law No. 7 of 2007 on administrative disputes.
